Why do patrons of Stuebner-Airline Park in Houston leave litter like this in a space paid for by taxpayers for the enjoyment of all?
I really just don't know why they do so other than that each person who litters here makes the choice to do so.
I know circumstance matters in life and people sometimes do self-destructive things.
But how hard is it really to not litter?
