What Is Very Cold Is Different In Different Places---Context, Circumstance, Flexibility, Understanding

Above is the National Weather Service forecast for the Houston area for January 7, 2014.

While the cold weather expected is nothing like what is projected for up north, the below freezing temperatures are bad enough for what folks are accustomed to in Houston. 

Plants, pets & pipes are at risk. 

And so are homeless people. 

Context matters. Circumstance matters. Flexibility matters. Understanding matters.
